Empowered Governance

Through the Empowered Governance project, Stavanger and Trondheim are collaborating to develop new governance frameworks and models for local co-governance of the European climate initiative — Cities Mission. The project is a partnership between the two cities, the University of Stavanger, DOGA, and the Trondheim Chamber of Commerce and Industry.

Empowered Governance aims to transform how Norwegian cities lead their climate action efforts. The primary objective is to develop governance models that are inclusive, knowledge-based, and highly adaptive. By breaking down the silos between different sectors, the project will facilitate greater citizen participation and influence.

Stavanger and Trondheim will lead the way by testing these models in practice. The cities are basing their efforts on local challenges: Stavanger will work on carbon capture and storage (CCS), while Trondheim will focus on waste management and the circular economy. Through these pilot projects, municipalities, businesses, researchers, and volunteers will explore new ways of collaborating.

Through workshops, study tours, and the exchange of experience, the project will build expertise and create solutions that can be implemented by others. The ultimate goal is to develop a framework that other European cities can also use to become climate neutral.

Stavanger and Trondheim have joined forces in the Empowered Governance project. The goal is to strengthen the cities' capacity to become climate-neutral through the NetZeroCities Mission. Supported by partners such as DOGA, the University of Stavanger, and the Trondheim Chamber of Commerce and Industry, the project will develop and test new governance models to accelerate the green transition.

Through innovative methods for collaboration and systems innovation, the cities will create practical tools tailored to their local needs. Stavanger will specifically focus its efforts on Carbon Capture and Storage (CCS), while Trondheim will concentrate on the circular economy. The project combines research, co-creation, and mutual learning to ensure that solutions are scientifically grounded and scalable.

Lead City and Project Coordinator, responsible for one of the two work packages for the demonstration projects.

Trondheim is the project co-lead alongside Stavanger and is responsible for the project's second demonstration work package.

University of Stavanger

Research partner in the project and responsible for the knowledge-based development of the various management models being tested.

Trondheim Chamber of Commerce and Industry.

Represents the business community in the project, and is responsible for safeguarding the interests of the business community and ensuring their participation in the development of new governance models.
