The cities' processes have highlighted the critical importance of multi-level governance and a concerted national effort for the success of their transition. Consequently, a dedicated programme called CapaCities has been launched through Horizon Europe to strengthen national platforms linked to the EU Cities Mission. DOGA, the Ministry of Local Government and Regional Development, and the Research Council of Norway are all partners in this programme.
