Building capacity

To succeed in this Mission, municipalities must strengthen their capacity to transform alongside local citizens and businesses, as well as national government agencies, support structures, and knowledge institutions. This platform will share and showcase projects, resources, and experiences from the Norwegian cities, spreading knowledge and highlighting their efforts in climate action.

Climate contracts as a starting point

The Climate City Contracts form the foundation of the work for the Norwegian cities participating in the Mission's core programme. These contracts are built around three key components: a commitment section, an action plan, and an investment plan.

How to build the capacity we need?

To successfully transition from goals and plans to action, capacity building is largely about being able to implement and finance the proposed measures in the Climate City Contracts, mobilize stakeholders and citizens, and manage barriers for which solutions have not yet been found.
 

Some of these challenges can be managed by the municipality independently, others must be resolved in consultation with businesses and citizens, and some challenges can only be solved through collaboration among multiple cities, or with the national government.

Capacity building projects

The various projects within the Mission offer capacity-building programmes designed to support everyone involved in the transition. At the national level, Capacities 2.0 is one such programme. For the cities, Pilot Cities and Enabling Cities Transformation—both under the NetZeroCities platform—serve a similar purpose. Several Norwegian cities have applied for project funding, and you can read more about these initiatives below:
